CREATE USER 'new_user'@'localhost' IDENTIFIED BY 'password';
GRANT ALL PRIVILEGES ON * . * TO 'new_user'@'localhost' WITH GRANT OPTION;
WITH GRANT OPTION
lets the user grant permissions to other users.
